New to GW2. Planned on buing the Ultimate Collection at $100 which comes with a lvl 80 boost in a shared inventory slot and an additional shared inventory slot. BUT, the Ultimate End of Dragons expansion at $80 also comes with those and the Path of Fire expanion at $30 comes with a lvl 80 boost in a shared inventory slot.

This is a really good question and a very common thing mmos do but it's generally only seen in mmos with level cap increases. GW2 is highly unlikely to revamp its leveling experience. No, it is not a good idea to use your max level boost on a first time character. Generally it's considered a good idea to level one character to max level the normal way and then use the boost on an alt. As far as why - if you jump straight to level 80, you won't learn how to play.
